Wrong keyboard layout at login screen WinXP, after (network)login the keyboard layout is fine
Solution
The default keyboard setting in the registry is wrong. Change this by using regedit to change the default value. Registry location:
HKEY_USERS\ .DEFAULT\ Keyboard Layout\ Preload
Change the value of the "1" key
