Distributed locks are identified by the corresponding host's VMkernel ID, which is based on the IP address of the service console's port. In configurations where the server uses DHCP for assigning the service console port's IP address, the DHCP server is not reachable during boot time and the service console port does not have a valid IP address assigned.
In my case, the server was not connected to the router and did not get an IP-address.
